INTERNATIONAL COMPETITIVE BIDDING
e-National Identity Card (eNIC) Project
FUNDED BY THE GOVERNMENT OF SRI LANKA (GOSL)
DEVELOP, SUPPLY, INSTALL, IMPLEMENT, COMMISSION AND MAINTAIN THE
REQUESTED SOFTWARE, HARDWARE AND COMMUNICATION INFRASTRUCTURE
FOR e-NATIONAL IDENTITY CARD PROJECT
1. The Chairman Cabinet Appointed Procurement Committee (CAPC) on behalf of the Ministry of Internal
Administration now invites sealed Bids from eligible and qualified bidders to develop, supply, install,
implement and maintain the required software, hardware and communication infrastructure for e-National
Identity Card project.
2. Bidding will be conducted through International Competitive Bidding
3. Interested eligible bidders may obtain further information from Project Director, e-NIC project and inspect
the Bidding Documents at the address given below :

From 0900 hrs. to 1600 hrs. (Sri Lanka Time) on working days.
4. Qualification requirements include ;
a) Minimum average annual turnover of Information Systems LKR one billion or equivalent calculated as
total certified payments received for contracts in progress or completed, within the last 3 (three) years.
b) Minimum five years of experience under Information Systems contracts in the role of contractor,
sub-contractor or management contractor with activity in at least nine (9) months in each year.
c) Participation as contractor, management contractor or sub-contractor, in at least 1 contract within the
last 5 years, with a total value of at least LKR 1 billion or equivalent that have been successfully and
substantially completed and that are similar* to the proposed system.
d) Operational experience of at least 5 years involving cards with similar* technology and security
features.
e) Pending litigations (if any) in total less than 25% of the net worth
(* The similarity shall be based on the nature, complexity, methods/technology or other characteristics
of the systems).
A margin of preference for eligible locally produced goods offered shall be applied, as appropriate.

5. A complete set of Bidding Documents in English language may be purchased by interested bidders on the
submission of a written application to the address below (in item 8) and upon payment of a non refundable
fee LKR 10,000 or an equivalent amount in a freely convertible currency from 0900 hrs. to 1600 hrs. (Sri
Lanka time) commencing from 24.02.2008. The method of payment will be through a bank draft in favour
of the Secretary, Ministry of Internal Administration, Sri Lanka.
6. A pre-bid meeting which potential bidders may attend will be held on 28th March 2008 at 1000 hrs. at the
address below (in item 8).
7. Bids must be delivered to the address below (in item 08) at or before 1400 hrs. (Sri Lanka time) on
15th April 2008. Late Bids will be rejected. Bids will be opened in the presence of the bidders'
representatives who choose to attend in person at the address given below (in item 8) at 1405 hrs. on
15th April 2008. All bids must be accompanied by a Bid-security, of LKR 20 million or an equivalent
amount in a freely convertible currency.
